Too often, external advisers appear providing advice on the types of development projects that should be imported into the community, though despite good intentions they have little understanding of the aspirations or sustainability of community development programs and projects. Without community members engaged in their own self-defined and self-determined choices, sustainable community development has little chance of succeeding. The key to opening asset building opportunities for communities of color is to fully recognize that every community is unique. What works in an urban northeastern ethnic enclave or inner city will not necessarily work in a Southwestern semi-rural border region. Every successful community development program must contain flexibility and a capacity to modify elements of the program initiative in order to continually incorporate the changing dynamics of community members themselves. Word of mouth, community events, and community goals all play a crucial part in creating and promoting an evironment for change and proactive engagement. Here the key element of success is a community-created organization that becomes a resource for community members to take control of their own choices and become active members in their own organization, while engaging in community change. The improvement in economic security for families creates more resources for sustainable change in the community.
