Paragraphs 20 – 23:

In these paragraphs, Pope Leo XIII narrates the relationship between naturalism and representative government. Four years previous to Humanum Genus, Leo XIII promulgated his encyclical Arcaum on the topic of Christian Marriage in which he pushed back, in the strongest terms, against states determining who is married according to civil contracts, rather than being determined by the Sacrament of the Church. He also wrote about the evils of divorce. Here, Leo XIII returns to those topics found in Arcaum and ties them to naturalism. He is not against representative government but finds that its major flaw is that it is susceptible to being more easily swayed by popular opinion than unchanging divine revelation. Here again, the Pontiff proved to be prophetic in his assessment of what type of laws come to life in governments that abandon divine revelation as the basis of all law.

Picking up from all of the anti-clerical reforms and persecution of the Catholic Church that his predecessor Pope Pius IX outlined in Etsi Multi, Leo XIII points to the Freemasons being intimately involved with the movement to secularize education; “and in many places they have procured that the education of youth shall be exclusively in the hands of laymen, and that nothing which treats of the most important and most holy duties of men to God shall be introduced into the instructions on morals.” Leo XIII is arguing that once schools become free from divine revelation and religious dogma, all they have left to teach is indifferentism and naturalism. Indeed, this is why schools today have no recourse but to teach homosexualism, because their curriculum is unable to be grounded in truth.

A central argument of this section is that all of these demonic attacks on government, family, and children have the full endorsement of Freemasonry and, through them, have been exported to every country where the false promises of Protestantism and indifferentism have taken hold.
