5 Gavin Lightman, QC, was appointed by the NUM executive to head an inquiry into the Mirror and Cook Report allegations. His report, released on 3 July 1990, cleared Scargill and Heathfield of personal corruption but accused Scargill of impropriety, breaches of duty and the misapplication of funds, and recommended that the NUM take legal action. That action was abandoned and the case brought by the government-appointed Certification Officer over the miners' leaders' handling of strike funds (also on the basis of Lightman's report) was dismissed by the magistrate, after only three days in court, in June 1991. But the Lightman Report had also triggered an investigation by the tax authorities. On 14 May 1992, however, the Inland Revenue, after a twenty-month-long investigation, cleared Scargill and Heathfield of all charges of breaches of duty and the misapplication of funds.
