Starting Up Your Own Stat System
A few years ago, the US Conference of Mayors asked me for a ten-step process that new mayors might follow in setting up their own CitiStat system. Years later, the National Governors Association asked me to prepare tips for incoming governors, both Republicans and Democrats, to use to start their own performance management or âstatâ system. With minor tweaks, the steps for beginning are really the same.
Many well-intentioned executives fail to implement an effective performance management system because their senior staff members kill it before it begins. The staff think that they are saving the executive from the political pitfalls of public goal-setting, public performance measurement, public openness, and public transparency.
Donât let your (especially) experienced staff kill implementation with excuses, such as âWe canât afford to do that right now.â
Or, âWe tried that, and it didnât work.â
Or, âWe are already doing that.â
Or, âWe canât afford to waste time in meetings.â
Or, âTo do this, everyone would have to stop working on other priorities, and it will take months.â
Only one person was elected chief executive. Tell your staff to do it or step aside so you can find someone who can. You werenât elected to manage peopleâs feelings; you were elected to achieve results.
