Box 3.2 Why Do IT Firms in Ukraine Decry the Lack of Skills?

According the 2014 STEP Employer Survey, about four firms out of ten in Ukraine’s four key sectors—agriculture, food processing, renewable energy, and information technology (IT)—report that skill gaps of their employees prevent them from achieving business objectives. This is even more pronounced in the IT sector, for which more than 60 percent of employers claim that skills gaps of high-skilled job positions, such as computer assistants and programmers, hinder business activities.

Paradoxically, data from one of the largest platforms of online freelancing jobs show that Ukraine is one of the top 10 countries in the world with regard to the supply of IT specialists (figure B3.2.1). Moreover, the large numbers of Ukrainians participating in online freelance platforms are not limited to those with IT skills. They are also among the top suppliers of online talent in design, finance, writing, and legal services.
