Broadly speaking, Russia’s participation in the KFOR could not be expected to be without problems given its initial opposition to NATO operation. Therefore, it was both expectable and natural that moments of discord would follow, which indeed materialized. Russia’s participation in the KFOR was imperative for two reasons: participating in the SFOR and not in the KFOR would imply a not-clearly defined Balkan policy and non-participation could have reduced Russia to a mere observer role. Despite criticism from both the inside and outside, Russian participation in the KFOR materialized as much as the circumstances allowed, but never leading to a major rift between the NATO contingents and Russian troops.
