These segments are completely tailored to your organization and each organization will be unique. The key is making sure it accurately reflects your organization. More columns means more up front work, but the final product will be better if it is comprehensive. The gap analysis tool will use these system segments throughout the analysis to identify gaps between the organizationâs current state and the design and manufacturing (D&M) SMS framework elements and sub-elements.
When conducting any SMS gap analysis it is critical that you understand the four components of SMS. The gap analysis questions will seem strangely similar, but you must not interpret the questions in a vacuum, rather recognize that each component plays a critical role in every procedure and process. Questions asked through the eyes of one component, may look entirely different than through the eyes of another component.
Preliminary Gap Analysis. The preliminary gap analysis tool assists the organization in conducting an initial high-level assessment on existing organizational programs, systems, and activities with respect to the components, elements, and sub-elements found in the functional expectations of the SMS. This initial assessment provides a first look in assessing compliance with the SMS. This may be started at your initial SMS workshop, where the SMSPO, RPOC, and CMO can assist you in the process. The organization and FAA representatives will identify gaps between the organizationâs current processes and compliance to the SMS framework. Specifically, the organization will provide its best guess assessment of each component, element and sub-Process in the preliminary gap analysis Tool. The assessment provides a starting place for the organization to conduct a detailed evaluation of the gaps (see detailed gap analysis) between current safety policies and the D&M SMS framework.
Detailed Gap Analysis. The detailed gap analysis tool assists the organization with identifying gaps between the current processes and compliance with the D&M SMS framework. Similar to the preliminary gap analysis, the organization will perform the evaluation for all system segments, but the detailed gap analysis identifies specific Expectations within each component, element and sub-element within the SMS.
During the detailed gap analysis the organization will provide objective evidence for each Expectation rated âPâ or above on the maturity status scale provided. Objective evidence includes physical or electronic documents, manual references, training material, records, correspondence (email, memo, etc.), organizational charts, and meeting minutes.
The detailed gap analysis includes expectations that represent what the FAA believes to be the basis for an SMS. In addition, the FAA has provided other information that can be considered to be developmental guidance. The FAA requests that participants identify a status and provide feedback on the both the expectations and guidance items. Feedback will be used to support future SMS rulemaking, policy, guidance material development, and oversight process, as applicable.
Detailed Executive Summary. The detailed executive summary compiles the status identified within the detailed gap analysis and displays summarized information regarding SMS status. This tool can display a variety of summary options, including a high-level status of each component and a detailed summary of the elements and sub-elements
