ENCOURAGING PARTICIPATION

Many people have the right to vote freely, but choose not to. In an effort to engage more people to take part in the electoral process, about a dozen countries have lowered the minimum voting age to 16—including Argentina, Brazil, Ecuador, and Austria.

In some countries, voting is mandatory. In Australia, for example, failing to vote can result in a fine. Some suggest voting should be made compulsory only for young people eligible to vote for the first time. Once people vote, they are much more likely to continue voting throughout their lives. Such a move would not only increase the participation of young people in democracy, but could ensure that political parties paid more attention to their concerns.
