Since Johnny Dio was central to the New York City labor scandal unearthed by the McClellan Committee, a brief look at his background is helpful for placing the history of his operations within the taxi industry into perspective.

Born in New York in April of 1914 his criminal career blossomed while still a teenager. At the age of 18 he was arrested for coercion and conspiracy. He was acquitted on one of these charges and the other was dismissed. His criminal aspirations were bolstered by his two younger brothers who also went on to careers in crime. But it was his uncle, James Plumeri, also known as Jimmy Doyle, a notorious New York racketeer who led him to commit an act that led to arrest in 1937 when he was charged with extortion. Dio was sentenced to five years in the Sing Sing Penitentiary for his activities and shakedowns in connection with the garment industry.

After getting out of the penitentiary, he remained on the right side of the law up until his association with the UAW. After a man named Samuel Zakman, a former Communist party member, obtained the charter for Local 102 in the fall of 1950, Dio stepped into the union's affairs. The McClellan Committee unearthed the following evidence:
