– An adequate and accessible system of parks and recreation that ensures that all Newark residents live within a 10-minute walking radius of safe and attractive green space and recreation facilities.

– Quality public facilities and services provided by identifying opportunities to upgrade, co-locate, and/or transform the city’s community facilities from places of service delivery to true neighborhood centers.
