Rises in Energy Efficiency won’t Depress London’s Demand for Energy

Before now, Boris Johnson has written: ‘Recession or not, this will be remembered as a new Victorian Age’ (Johnson 2009). But the Mayor should know his beloved Victorian era better. In that time, William Stanley Jevons (1832-1885) trained and later professed at University College London. Jevons, derided by Marx and Engels as one of the founders of the marginal utility school of economics, wrongly anticipated the advent of what today would be termed ‘peak coal’. But on one thing he was right: increases in the efficiency with which energy is used lead to a greater demand for energy, not a smaller one. Jevons wrote: ‘It is wholly a confusion of ideas to suppose that the economical use of fuel is equivalent to a diminished consumption. The very contrary is the truth’ (Jevons 1865). Other things being equal, a bigger energy bang for a buck will lead to more use of energy, not less.1
