He also used the opportunity to rail against the heads of universities, who had allowed the campaigns against him, and against freedom of speech, in the preceding months. ‘The first duty of the institutions was the maintenance of internal order, since on that everything else must depend. Whatever the excuses and explanations may be, the heads of the universities and colleges which have been characterised by disorder have fallen down on the most basic part of their job: they have no business to be in charge of institutions provided wholly or mainly by the public unless they can render at least that account of their stewardship. By any standards, the performance of some of them has been deplorable, and several are clearly unfit for their posts.’
