Human Resources Research Office

In January, 1949 Army Special Reg. 70-30-1 was released. Titled Research in Human Resources and Military Psychology, it outlined responsibilities of various departments in relation to psychology in the field of recruitment and manpower. This was followed by two studies recommending centralization of responsibility for general staff planning and direction due in part to “glaring deficiencies exist[ing] in the field of training, intelligence operations, and psychological warfare” Another study, conducted in 1951 included a recommendation that a contractual arrangement be put in place with a recognized educational institution to form the Army Human Resources Research Organization. It would have primary responsibility for conducting research in the areas of training methods, motivation, morale and psychological warfare.

Psychologist Harry Harlow[xc] headed the Human Resources Research Branch of the Department of the Army was one of the major forces for change. It was Harlow for instance who recruited Meredith Crawford as the first Director for what would finally be called the Human Resources Research Office (HumRRO). It opened on July 31, 1951 within the confines of Fred Korth’s old alma mater, George Washington University.[xci] This was the same year that Korth was beckoned to Washington to act as Deputy Counsel for the Department of the Army. As previously noted, the following year he was made Assistant Secretary of the Army for Manpower and Reserve Affairs and continued as a consultant long after leaving the post right up until 1960. Although not confirmed, Korth’s job description would naturally bring him in proximity to HumRRO, perhaps even with an advisory role.
