In the ancient Greek city-state, citizens might informally discuss governmental action in the marketplace, then convene as a formal body to decide the matter officially. In both informal and formal settings, citizens held power. In contrast, the modern public sphere “is a space of discussion which is self-consciously seen as being outside power. It is supposed to be listened to by those in power, but it is not itself an exercise of power.” Being outside power lets the public sphere be “ideally disengaged from partisan spirit.”

The public sphere upends

the old ideal of a social order undivided by conflict and difference. On the contrary, it means that debate breaks out and continues, involving in principle everybody, and this is perfectly legitimate. The old unity will be gone forever. But a new unity is to be substituted. For the ever-continuing controversy is not meant to be an exercise in power, a quasi-civil war carried on by dialectical means. Its potentially divisive and destructive consequences are offset by the fact that it is a debate outside power, a rational debate, striving … to define the common good.
