JUSTINA MARQUEZ watched the action as it went down outside the Lisbon Club.

The binoculars were department issue and didn’t provide her with a terribly clear view of what was happening three floors below her. This was the only office she’d been able to get that provided a view of the club, and it had cost her a hundred dollars cash. The janitorial services employed people who believed in capitalism and the free enterprise system. They weren’t going to let just anybody into the empty offices, didn’t matter if they were flashing a badge or not.

But Marquez felt this was important enough to warrant the cost, and whether the department would reimburse her wasn’t an issue. Besides, this gave her an opportunity to prove her theory and get one more chance to enter into the company of Cooper. Part of Marquez knew that name was most likely bogus.

It thrilled her to witness him operate in this fashion—first the move he used to neutralize the bouncer, followed by the minor encounter he had with the well-dressed man who didn’t know how to carry himself without projecting that he had a concealed weapon. Whatever had transpired below, it went down fast, and Cooper somehow managed to say something that got him inside the club. In fact, it appeared to Marquez as if the two men were practically tripping over themselves to let him inside.

Marquez pulled her eyes from the binoculars suddenly and mumbled, “That doesn’t seem right.”

For the first time since meeting Cooper, the police detective began to wonder if he was a double agent of some kind—maybe he was actually working for Godunov. Then again, the entire idea seemed a little crazy. Not only had he destroyed a major factory containing methamphetamines, something Dagum told her the bomb techs had confirmed shortly after their conversation at the tenement, but he’d also freed a lot of women and children who’d been reported missing. And he’d saved her from certain death at the hands of the goons toting machine pistols, to make no mention of his killing at least a half-dozen criminals wanted for a variety of crimes that included robbery, rape and murder.

No, Cooper could be a lot of things, but an employee of Yuri Godunov seemed unlikely. Marquez scolded herself for even thinking it. And that theory didn’t hold water anyway, since Cooper’s encounter below looked like a bit more than some simple misunderstanding. There was something deeper at work here.

In fact, it looked a lot like her newfound ally was operating undercover. Maybe that was it; maybe he’d given them some story so they’d let him inside the club. After all, Marquez had managed to figure out this club was the most likely location for Godunov’s money-laundering operation, and now seeing Cooper here only served to validate the guess. But if Marquez hadn’t missed the mark, another possibility existed. There was a good chance Cooper was walking straight into a trap and didn’t even know it. He’d been right about one
