On the other hand, when one bank approved a proposed public improvement, the other opposed it on principle. With the combatants locked in a clinch over every issue, civic improvements in Fort Myers were slow in coming.

One thing in this history is certain: Harvie Earnhardt Heitman was hell-bent on building up Fort Myers with or without the approval of Walter Langford, or of anyone else, for that matter. He was a human sledgehammer. He was a one-man demolition team. He was unstoppable.
