IS JAPAN A GLOBAL HUMAN RIGHTS PROMOTER?

Japan has been a leading aid provider and multilateralist, but a slow and even reluctant human rights advocate. Unlike the more longstanding internationalists, Japan’s global citizenship emerged largely in response to exogenous post–Cold War challenges. In contrast to more recent developing-state sponsors of human rights, like Costa Rica and South Africa, Japan’s activities have centered on resources rather than diplomacy—and been organized predominantly under the rubric of peace or its successor doctrine of human security. Although some countries such as Canada attempt to consciously coordinate different modalities of influence, for Japan policies are relatively independent for multilateral human security versus bilateral human rights, aid versus intervention, and even international support compared to domestic acceptance of refugees.
