Beyond peer accountability, there is accountability to oneself and to one’s conscience. Accountability becomes a relative term when applied to emergency response and rescue. As noted above, the critical aspect of this work is the fact that the responder’s life may be on the line. Police officers and firefighters accept mortal risks as part of their jobs (Nagel 1991). In the heat of a call, this constant changes the dynamic of what it means to be “accountable.” A fire/air rescue captain provides an illustration:

My primary responsibility is deciding whether or not, to what extent we’re going to risk ourselves … sometimes it can be an extremely tough call because you may be riding on someone else’s chance of survival in order to ensure your own.
