TWELVE

We were sitting more comfortably in the living room. I had them seated on the sofa with their ankles bound to each other, and I was sitting on the arm of a chair opposite. The fire was burning low and I had just laid another log on it. I lit a Camel and inhaled deep as Kuznetsov began to speak. I had my cell on the table beside me, recording as he spoke.

“The pakhan of our bratva have notice, in last year, maybe two, there is…” He made an eloquent gesture with his hands, indicating a hole. “Emptiness at center of Western power…”

I was interested. I said, “A power vacuum?”

He spread his hands and nodded. “A power vacuum, yes. In America, in Europe, is like chicken with no head, running this way and running that way, like sheep when the shepherd is gone. Europe disintegrating, American politics like civil war. Everything going in pieces. Nothing holding West together no more. This is opportunity for us. So we make move for more power.”

I frowned. “You’re always making moves for more power. That’s not news.”

He gave a smile that looked somehow predatory. “Opportunity is new. Nobody is saying to Pakhan, ‘No, you cannot go here, you cannot do that.’” He shook his head. “The field is open, empty.”

I narrowed my eyes. “Nobody, like who?”

He shrugged, spread his hands. “Pakhan not talk to me about this. Only, ‘U.S.A. is open now, go, take territory, make money.”

I grunted, thinking. “So how does that bring you to a town like Freedom, Kuznetsov?”

“We hear, through grape vine, that there is man in this town who is very holy man.” He looked at Freeman and grinned. “Who is believe in Old Testament, and he is looking for partner to make business.”

“Business? You mean like cannabis and heroin?”

“Yeah, this kind of business.” Kuznetsov laughed suddenly, a big, Russian laugh. “You know how many people in Washington getting rich from Sinaloa? From other cartels too! You know how high influence from Mexico going in American government? You think only Russian government is corrupt with crime? Difference is our organized crime is Russian, yours is Mexican. Only difference. Many judges, many cops, many Congressmen and woman making many millions from Sinaloa.”

He paused, laughing softly. “But always Pakhan saying to us, we gotta respect Sinaloa territory. We don’t make war on Sinaloa. Then, year ago, maybe little more, things begin to change. Chaos beginning in system which is working good since end of Second World War. At first, we do not know what it means. No control, no direction, chaos. How do we interpret this? But then Pakhan realize, and tell us, there is power vacuum at heart of West. People who are controlling, gone. West in chaos.

“So they are send me here, and one of my boys hear about Mayor Freeman.” He shrugged again, made a face. “It was luck. We come and we visit him. We are make proposition to him, but he is make better proposition back to us.
