From the firefighter’s perspective, the characteristics of the fire itself—who is in the burning building, where the flames are most intense, how rapidly the flames are spreading—must be considered when making decisions about whether standard operating procedures apply.

Whether experiential, moral, or situational, judgment is an inevitable contributor to rule behavior. Some judgments will produce rule behaviors consistent with organizational objectives; other judgments will produce rule behaviors that are inaccurate, inappropriate, or organizationally damaging. Public organizations that acknowledge the role of judgment in rule behavior have a better chance of influencing it, whether through training, continuing education, or socialization.
