Chapter Sixty-Nine
It wasn’t two hundred of the finest police minds in the city that solved the answer, it was Jerry Horner, a fifty-six-year-old engineer from the NYC Water Board. Thirty-one years he had served the city. Thirty-one good years. His wife always told him that he should have worked for the private sector and earned twice as much, but Jerry liked serving the city. The way he saw it, it was his civic duty. He felt as if he were part of something that was important, and he’d made enough to put his three daughters through school, pay for two of their weddings, and buy the family a small holiday shack by the shore. He couldn’t complain.
As soon as he got the call, he jumped into a van with his team and headed to Harlem. In those thirty-one years, he’d never seen anything like this. There was water flooding down Broadway, three feet high and rising. People were being swept away, vehicles were starting to float, and despite the fire department sandbagging the streets, the water still found a way around. Like Jerry always said, water will always find a way.
New York City was a machine. Water, electricity, gas and sanitation were all serviced twenty-four hours around the clock. Maintenance crews executed maintenance plans every single minute of the day to ensure the seamless running of the island. That’s why when Jerry saw the water gushing down Broadway, he knew there wasn’t a chance in hell that what he was looking at was a failure of infrastructure.
With all the chaos that was going on, Jerry’s repeated phone calls to the FBI were all transferred to the wrong department, put on hold, or dropped altogether. Jerry thought that was bullshit, so he drove himself across town to CTD. He argued with the security guard to let him in, causing enough trouble for the guard who was just covering his own ass to call Linda Ronson to see if he wasn’t going to lose his job if he kicked this bum out on the street.
Ronson heard what Jerry had to say and sent him immediately to the seventeenth floor.
