Assembling the Nation: Complicating the Citizen/Non-Citizen Divide

ICE attempts not only to create a new interlocking set of threats. It also attempts to create its own interlocking model of law enforcement. After all, if the threats are becoming more comprehensive, our criminal justice system must not allow issues such as national boundaries or the nature of jurisdiction to stop the apprehension and expulsion of threats. This new model allows for connections between municipal, state, and federal law enforcement, as well as international taskforces that establish links between foreign law enforcement bodies. For example, the information statement on ICE’s Operation Predator discusses the ways in which ICE’s connections to foreign law enforcement agencies, as well as foreign governments, enable them to better apprehend criminals at home and abroad. The website states:

Working cooperatively with foreign governments through ICE attaché offices worldwide, ICE agents have made more than 196 arrests under the child sex tourism provisions of the PROTECT Act. For example, on May 19, 2006, SAC/Los Angeles agents brought evidence before a federal grand jury in the Central District of California that resulted in the indictment of Steven Eric Prowler. Prowler was indicted on charges that he engaged in illicit sex acts in a foreign place. Prowler was deported from Thailand after serving one year in a Thai prison for sexual encounters with approximately 100 underage Thai boys.[3] (“Predator”)
