Managing sustainable tourism and community engagement at World Heritage Sites (WHSs) and protected areas is complex. Tourism has often been seen by resource managers as a challenge instead of an opportunity to provide sites with coherent visitor management policies that can strengthen conservation and equitable local benefits. In recent years, development agencies, national and state tourist organisations, governments, and NGOs have realised that tourism can help achieve national objectives and deliver measurable results in employment creation, livelihood improvements and poverty reduction.

From my experience as an Asia-Pacific tourism specialist, it is clear that preservation and conservation of the physical, cultural and spiritual integrity of WHSs takes precedence over tourism. However, tourism can create a wide constituency of advocates whose interests are invested in the wellbeing of a site, and who can share collective custodial responsibility, ensuring its effective protection and appeal for visitors.
