For data to be open and available, it also needs to exist. There’s actually a data crisis in development policy as so many key facts are unknown. For example, a third of births and at least as many deaths and their causes are never registered. Most poverty data is a decade out of date.

The Global Goals risk being inherently top-down. We need to ensure they become bottom–up, with a citizen’s Global Goals scorecard in Eva Tolage’s hands, so she can monitor what’s happening locally, and her whole generation can do the same, linked up globally. Mobile phone-based innovations are underway to enable just that, but we need to scale them up rapidly to hold the system accountable.

4. Who to target?

A few years ago, groups like ONE and our partners achieved great change by targeting a few leaders at summits such as the G7. Now we must also target leaders at the African Union, the G20 and global gatherings like the UN and IMF and World Bank meetings. Fifteen years ago this would have been impossible, but online organizing is possible as never before. We must also ensure the heads of global corporations, their boards, and institutional shareholders are influenced by praise or criticism and adopt the right policies. Influential figures in social media must be encouraged to lead this movement. Leaders of all faiths must be asked to return to the compassion and justice within their traditions. This movement must be unrelenting in demanding we all do better − while having a sense of fun and not becoming too self-righteous. Ultimately world leaders aren’t really those people running countries. We must all be world leaders. Every citizen taking action locally is a leader. We need to start by targeting our own apathy.
