IN EARLY 1979, the White House could see the makings of a political disaster. A few months earlier, in October 1978, strikes in the Iranian oil fields set in motion a revolution, which led to the toppling of the shah. On January 16, when the shah left Iran, saying he was going on vacation, the world understood that his rule was over, a fact that posed a particular challenge for President Carter. The United States had relied on the shah to help stabilize world oil markets. The relationship had had its ups and downs, with Iran proving unreliable and often unwilling to facilitate the interests of the United States and other oil-dependent American allies. For years, American presidents had gambled that support of the shah made more sense than any other alternatives. Carter had celebrated New Year’s Eve with the shah a year earlier. But this erstwhile ally had lost power, and the prospects for the free flow of oil became uncertain.
