The cordial reception which women often received from civil servants hid an underlying distrust and animosity. In 1925, another senior Home Office civil servant, John Anderson, was livid with the Foreign Office for letting Eleanor Rathbone’s name go forward for appointment as an assessor on the League of Nation’s Women’s and Children’s Advisory Committee, and he wrote to the Foreign Office:

We know Miss Rathbone well. She is the President of a Body – the National Union of Societies of Equal Citizenship – which is always engaged in urging and promoting extreme legislation in matters affecting women and children and we at the Home Office, though on perfectly friendly terms with the Society, constantly find ourselves at issue with them. The prospect of having to sit in conference with this lady in the presence of representatives of other States who are always ready to make capital out of our domestic differences is, to put it mildly, disconcerting.4
