The scene at Palisade Head quickly turned into a cluster of law enforcement vehicles, from Vicâs own officers to the Arrowhead County Sheriffâs Office and even two troopers from the Minnesota State Patrol. The Lake County Sheriff's Department set up a roadblock between Bay City and Two Harbors, but they had found nothing.
It was easy to find the footprints in the snow and the location where someone had been prone on the ridge above Palisade Head. Somehow the shooter had gotten down to Highway 61 and gotten into a vehicle heading back into Bay City before law enforcement had set up their roadblocks.
Vic turned over the shooting to the Arrowhead County Sheriffâs Office for two reasons. First, the shooting had taken place outside the city limits of Bay City. And second, one of their deputyâs had found one of the shell casings the shooter had left behind. The brass had flown out into the deep snow and was not easy to find. However, the shooterâs weapon of choice was a 30.06, which was the most common rifle used in Northern Minnesota.
Now, driving toward the city of Ely, Minnesota, Vic glanced to his right at his passenger, Ralph Fisher. Vic had convinced the guy that his life was in danger. This hadnât been a difficult task. Fisher was obviously scared and concerned for his safety.
âAre you all right?â Vic asked Fisher.
âI donât know why someone wants to kill me,â Fisher said.
âWho did you tell you were going to meet me?â
âThatâs just it,â Fisher said. âI told no one.â
âNobody at work?â Vic asked.
âNo. I just told the receptionist I was going out for a bit.â
âYouâre married, right?â
âDivorced,â Fisher said. âBoth kids are living in the Twin Cities.â
Vic didnât think any of them would be in danger, but anything was possible. âWhere is your ex living?â
âDuluth. She got remarried a couple of years ago. A nice guy.â
âAre you seeing anyone in Bay City?â
Fisher shook his head. âNobody. I have no life. I donât even own a cat or dog. I go to work, go home, and watch TV.â
âUnfortunately, youâll have to stay at a place in Ely that takes cash,â Vic said. âThatâs why we stopped at the ATM before leaving Bay City.â
âA no-tell motel,â Fisher guessed. âWonderful.â
âI will be the only person who knows where youâre staying,â Vic said. âThatâs also why I took your cell phone and removed the battery.â
Vic already knew that Ralph Fisher didnât password protect his phone. So, he would be able to access the data once he got back to the office. If anyone was tracking his phone, they would think the man was at the police station.
âYou think someone has spoofed my phone?â Ralph asked.
âPossibly. If you didnât tell anyone you were going to Palisade Head, then how did they know to find you there?â Before letting the man answer, Vic continued, âOr, the shooter could have simply followed you to the meeting. Either way, the shooter got there right after you and wanted to warn you off.
