By 1932, about half the country was living in poverty. People were dying of hunger. Private charities couldn’t handle a problem this big. In the Appalachian Mountains, a very poor part of the country, some children ate weeds or chewed on their own hands. A teacher there asked a little girl if she had eaten that day. The child answered, “I can’t. It’s my sister’s turn to eat.”

President Hoover was becoming one of the most unpopular men in the country. Up in Albany, the governor of New York was watching closely. His name was Franklin Delano Roosevelt, often known as FDR. Roosevelt believed that the government existed to help everyone who needed it. Before people had lost their jobs, he said, they had contributed to the country. Now the country owed them something in return.
