For the underwater protection system TsKB-4 opted to go rogue, completely ignoring the Navy’s requirements; as it explained in its cover memorandum:

With regard to the PMZ [protivominnaia zashchita = anti-torpedo protection], TsKB-4 decided not to fulfil the requirement of basing it on a 500kg explosive charge …, since TsKB-4 knows that future torpedoes will have a greater power than is indicated by the GMSh [Main Naval Staff]. The side protection in the design should have a guaranteed resistance to an explosion of 700 kilograms of trotyl [TNT].12

This was all well and good, but it came at a considerable cost in increased displacement and reduced speed. Of four hull forms studied, only one met the 30-knot speed requirement, and it tipped the scales at over 70,000 tons and was almost 300m long (see Table 2 column B, and Table 3). This came as something of a shock to the Navy when the draft TTZ compiled by TsKB-4 were presented in September 1940, especially given that TsNII-45 had (optimistically) indicated that the much smaller Project 23bis could meet the requirements. As a result the head of the Navy’s Shipbuilding Administration, Engineer-Rear Admiral A A Zhukov, rejected TsKB-4’s proposed TTZ.13
