Fairness in education

Ideas about a fair way to run education have changed and they are different in different countries. For example, in 1944 the government for England and Wales introduced an exam at 11 called the 11-plus, which all children took. The ones who passed went to a grammar school, those that failed went to secondary modern schools. Some people also went to technical colleges. At first people thought this was fair but, by the 1960s, most people came to think it wasn’t, and so the government introduced comprehensive schools.

Meanwhile, private education was never abolished and some areas kept grammar schools. Some people think this is fair. Some don’t. What do you think?
