The recipient, as the direct and primary recipient of NIH grant funds, is accountable to NIH for the performance of the project, the appropriate expenditure of grant funds by all parties, applicable reporting requirements, and all other obligations of the recipient, as specified in the NIH Grant Policy Statement.

This means Dr. Peter Daszak and EcoHealth Alliance are responsible for any of the GoF DURC handiwork performed, and any failures, negligence, or accidents committed by the consortium partners (a.k.a. sub-award) like Dr. Shi Zheng Li at WIV and Dr. Ralph Baric at UNC. Whether Ralph engineered the final agent or not, it does not matter. What matters is whether the work that the EHA employees performed while Daszak was the NIH project’s PI, or whether the work performed by any of the consortium’s partners—Zheng Li (WIV) and Baric at (UNC)—contributed to any part to SARS-CoV-2.

For example, Ralph’s training of WIV employees and Zheng Li and his providing the WIV with the necessary advanced biotechnology to execute GoF work independently did contribute to the creation of SARS-CoV-2. Furthermore, in terms of GoF and DURC policy: “The responsibility for the ‘enforcement’ of the Guidelines is shared by the NIH Office of Biotechnology Activities, the Recombinant DNA Advisory Committee (RAC), IBCs at individual institutions, and by the principal investigators (PIs) themselves.”

Since EHA did not have a BSO, RAC, or IRC, and Peter did not seem to care about any of my concerns related to operational bio risks and bio risk management, it appears at a minimum that he completely and intentionally circumvented the GoF DURC process with creative writing in the specific aims of the NIH-sponsored project and that he lied about GoF and DURC experiments by omission in the proposal.

This is what the Committee on Research Standards and Practices to Prevent the Destructive Application of Biotechnology stated in terms of how the PI, RAC, and BSO are to gain approval for recombinant DNA related work:
