Chapter 5

A rummage sale surprise

By May 1984, investigators assumed Randy “Gargoyle” Whiting and Denice “Bobber” Stumpner had long since fled the Green Bay and Fox Valley areas. They changed their strategy from chasing leads with the hope of hitting the jackpot to one in which they would apply consistent pressure on the biker community and the suspects’ families with the goal of slowly closing the net.

Sgts. Parins and Rogalski, in particular, were relentless in their pursuit of every angle, every piece of physical evidence and every relationship that could aid in bringing Margaret Anderson’s killers to justice. Their efforts became a 24/7 obsession that knew no work week, even as administrators were forced to divert the limited resources of the Green Bay Police Department’s detective division to other cases. Detectives showed a photo of Margaret at meetings as a reminder of why they were there and to keep the team’s motivation level high.

Waushara County officials called Green Bay police May 18 to pass on a report that Whiting and Vicky Chamberlain may have been in Wisconsin within the past week. The information they received had the couple staying in a northwoods trailer owned by veteran DC Eagle Frank “Bingo” Cosby fifteen miles west of Crivitz, a resort area an hour north of Green Bay. The report said the two may be headed for Alabama next. Parins drove an unmarked squad car to the trailer and knocked on the door, but there didn’t appear to be any activity there. The Cosby name would resurface later that summer in connection with Stumpner’s possible whereabouts.

Parins met with Bill Franke in Wausau on May 24, and Chamberlain’s stepfather seemed generally cooperative. He related the story of how Vicky met Whiting at a biker function in Wausau, and offered some other details about her life.

Parins and Rogalski also paid visits to people in the motorcycle community, such as Drifters president Jack Shavlik and his wife, Chris (the Back Forty bartender), at their rural Kewaunee County property. The detectives made a point to keep their pursuit of justice front and center with people of influence, letting them know police weren’t going to let the investigation die despite the drawn-out challenge of tying the case together and locating the suspects. Parins was a former motorcycle officer and shared his love of riding with the bikers. He showed them respect in the hope that they might soften their stance.

On June 18, Parins and Sgt. Pamperin drove to Berlin to meet with Winnie Mattice. Stumpner’s mother did not invite the detectives into her home, and instead spoke with them in her backyard. She said Denice was one of eight children, and that she has also known Hinton for at least ten years. Hinton had lived down the road from her with a woman, and they had two kids together. Hinton and Barb Cichowski had visited her since the murder occurred, but she didn’t share what they talked about.

Mrs. Mattice went on to say she believed her son may want to turn himself in, but the club wouldn’t allow it.
