Both the Tower of Ravens and the Court of the Nine Moons are located in Seandar, the Imperial capital, located in the northeast of the Seanchan continent. Seandar is the largest city in the Empire. The other major cities in descending order of size are: Kirendad, Noren M’Shar, Asinbayar, Qirat, Imfaral (location of the Towers of Midnight), Sohima, T’zura, Anangore, Shon Kifar, and Rampore.

Most prisoners of the Seekers are held within the forbidding Tower of Ravens, the central imperial prison. Many of the prisoners held there are of the Blood. Since no one may spill a drop of blood from one who is of the Blood, the torturers have been forced to devise noninvasive but excruciatingly painful methods of questioning the nobles housed there. The challenge is to break the subject without allowing him to shed any blood. Most prisoners who know they are destined for the Tower of Ravens attempt suicide.
