So Carausius set to work. Galleys, coastal boats and river craft were built or requisitioned,24 and the ports and forts on both sides of the North Sea and the Channel (including the Saxon Shore Forts) were placed on high alert. From his headquarters at Boulogne, Carausius began inexorably to impose his control upon the seas. Then something went badly wrong. The sources are vague and biased, so it is impossible to be certain of exactly what did happen, but somehow (and spectacularly) Carausius fell out of favour with Maximian. We hear from one historian how:

[Carausius] had often captured many barbarians, but not given back the booty in its entirety to the provincials or sent it to the emperors, so there was a suspicion that he deliberately allowed the barbarians in, so that he could apprehend them as they passed with their booty, and in this way enrich himself.25
