Durango state official George Torres, for example, describes the situation in the state’s jails such as that in Gomez Palacio as “a time bomb”. In the state of Zacatecas the Gulf cartel broke into a jail in May 2009 and freed at least fifty inmates. Thousands have been killed in drug-related violence and president Felipe Calderon has set aside 40,000 troops to fight the cartels.
