It was a major achievement for the Green City, Clean Waters initiative to win approval from both the EPA and Pennsylvania regulators, and it set a precedent for other cities. Chris Crockett, the water department’s deputy commissioner of planning and environmental services, said in 2012 that the city was well on its way to meeting a five-year goal of creating 744 “greened acres,” which are acres of impervious cover that are modified to capture at least the first inch of runoff that otherwise would be managed by storm-water infrastructure. A greened acre stops 80-90 percent of this runoff.
