12.6 The emergency management team
One of the first steps in preparing a disaster procedures plan is to assemble an emergency management team which should be comprised of two teams: primary and support. The primary team carries out the emergency plan and should consist of the facility manager, the onsite management staff, representatives from administration, and key maintenance staff. The support team should be comprised of specialists who may be called in for back-up guidance during an emergency, including contractors and suppliers, the architect, and utilities such as insurance, police and fire department (DeMarco, 1997).
Training the emergency team should begin with a tour of the property, pointing out relevant features such as the layout of the building, entrances and exits, roofs and stairwells, emergency equipment, communications equipment and life-safety equipment. Team members should know where to locate and operate utility switches, fire extinguishers and alarms, and emergency telephones. Each team member should be assigned specific duties, and should also know the jobs of the other team members in case of absenteeism. Everyone should understand all the procedures.
During an emergency, team members must remain in contact with the leader for instructions. Evacuation drills train team members to instinctively respond to emergencies and give the facility manager the opportunity to evaluate the emergency plan and make improvements before a real emergency arises. Building occupants need to be informed of the importance of practice evacuations so they do not regard them as a nuisance.
