A massive engineering and construction job was needed to support the 12-ton roof over the central part of the pavilion. A 14-story steel mast and 4.6 miles of steel wire cables were used, raising the total roof weight to nearly 200 tons. A 50-footwide opening at the top of the mast helped air circulation under the roof and allowed heat to escape without the need of a mechanical ventilation system.

The main entrance to the pavilion was under a soaring arch set into the roof. Guests passing by on the walkway in front of the pavilion or on the A&W Sky Float aerial tram were treated to views of the central exhibit area. A small booth at the entrance provided information on the exhibits inside, with more detailed publications on environmental issues available at the Government Printing Office bookstore inside the Environmental Action Center.
