Last mile connectivity and evacuation at ports are a major challenge making hinterland transportation inefficient and slow, thereby leading to delays in cargo movement and higher logistic costs. The Government of India has approved setting up a special purpose vehicle for all major ports through creation of Port Infrastructure Vikas Nigam, which will construct, operate, and maintain rail and road infrastructure to facilitate linkages between ports and hinterlands. The 11 major ports of India (90%) and Rail Vikas Nigam (10%) will fund the company. Andhra Pradesh has been fairly successful in developing greenfield ports through the PPP route (Box 3.5).

Box 3.5 Andhra Pradesh’s Experience in Port-Led Development

The Andhra Pradesh Infrastructure Authority promotes private sector investment in infrastructure and monitors the bid process for various infrastructure projects such as ports. In November 2015, the Government of Andhra Pradesh announced a policy to cover the planning, development, operations, and governance of nonmajor ports in the state. The policy calls for the creation of a State Maritime Board to monitor the existing nonmajor ports and oversee the future port development initiatives of the state. A State Maritime Board Act is currently being formulated. Further, the state has adopted the Greenfield Ports Model Concession Agreement to formulate an agreement that is aligned to the port policy of the state. With a view to attract more vessel traffic at its ports, the Government of Andhra Pradesh has reduced the value-added tax rate for bunkers for all coastal and foreign going vessels to 0.5% from 14.5%.
