How many US terrorists are arrested with the help of tips from private citizens?

Between 1999 and 2009, there were 86 terrorist plots targeting Americans living in the United States. Of these, 18 reached execution and tried or succeeded in harming people or infrastructure; 68 plots were foiled. The initial clue leading to a foiled plot came mostly from federal law enforcement (20 cases), local law enforcement (15 cases), and a tip by a member of the public who was not an informant (20 cases). In other words, tips volunteered by members of the public were as important as intel developed by federal or local law enforcement.10

Focusing only on jihadist terrorist plots shows a similar result. Between 2001 and 2010, 120 Muslim Americans were arrested for suspicion of terrorism in cases in which the government has disclosed the initial source of suspicion. For 48 of those arrested, the initial tip came from the Muslim American community: “In some communities, Muslim-Americans have been so concerned about extremists in their midst that they have turned in people who turned out to be undercover informants.”11

If terrorism tips from the general public are an important component of success in the War on Terrorism, overreactions to the terrorist threat can undermine trust in the authorities in the subcultures and communities from which tips come.
