Foreign-educated returnees have played an important role in the growth of the legal profession in Shanghai. Table 8-8 reveals the prevalence of returnees in the top five law firms in the city. This study focuses on senior lawyers in these firms, including equity partners (quanyi hehuoren), nonequity partners (feiquanyi hehuoren), and senior advisers. The top law firm, AllBright Law Offices, was established and headquartered in Shanghai in 1998. The other firms shown are the Shanghai branches of Beijing-headquartered law firms. By 2017, among the 1,537 law firms in Shanghai, only 133 were branches of law firms based in other Chinese cities and provinces, mainly from Beijing (60 percent) and followed by Jiangsu, Guangdong, and Zhejiang provinces.68 The study looks only at Shanghai-based senior lawyers. Among these 613 partners in Shanghai’s top five law firms, 220 (36 percent) are foreign-educated returnees.
