It now appeared that President Kennedy owed a debt to the black community. Activists were disappointed when he did not immediately send a civil rights bill to Congress. They knew that the Supreme Court had recently ordered bus terminals serving interstate passengers to be integrated. But nothing would change until the ruling body, the Interstate Commerce Commission, ordered bus stations to comply. Thirteen activists working with an organization called the Congress on Racial Equality (CORE) decided to test the waters. Now that Kennedy was president, would he enforce the law? Would he use federal authority and power to force states to protect constitutional rights?
