To make all this happen, a great deal of time and attention must be devoted to assessing the people implications. At the advanced manufacturing systems group with which I have been associated at the National Economic Development Office (NEDO), for example, one thing that came out very clearly in all the discussions and case studies we dealt with in producing our report was that you could not begin to plan too soon, and you could not involve the people in the planning too soon. It had to be from the conceptual stage, not just, "By the way, fellows, we are bringing a new Cincinnati machine centre into the shop tomorrow, and we expect it to be running by the end of the week" -- because it does not work that way. It has to be planned in such a way that it fits in with what you intend to do, and as someone else mentioned earlier, it will not work if people do not want it to. You have to carry them with you. Everyone, and that means everyone, has to be made aware of the existing situation and the implications, and then they must be given a clear understanding of the techniques needed to bring about the required changes.
