On the other side, a high official of the Central Home Ministry attributed the movement’s failure to the following factors: Mazmudar ran out of ‘exciting’ scenarios; ordinary people got disgusted with violence and murder; the government succeeded in infiltrating the movement; the police used their ‘own methods’; and the army helped in the combing operations in both the urban and rural areas.33
‘The undoing of the Naxalites … has been that while they built up … a fantastically efficient organization and recruited into their ranks human material of … high quality … they were completely isolated from all mass movements and mass organizations,’ noted Ashok Rudra. ‘Consisting almost exclusively of guerrilla squads, they moved secretively and acted terroristically, as a result of which they were incapable of doing ideological or organizational work among the masses, especially among the industrial working class.’34 Their premature launching of ‘actions’ in urban areas which, in turn, intensified their hostility towards the CPI(M), made them the prime target for infiltration by the (anti-CPI(M)) police, and their decision to recruit mastans into the party provided an unintended opening to police agents. And once the police had established their presence, by proxy, in a party that functioned on the principle of decentralization, it made an extensive use of the infiltrated ‘action’ squads to ‘annihilate’ the CPI(M) activists. So, ironically enough, a movement which began with a programme of initiating an armed revolution found itself being used, willy nilly, by the establishment, as a tool to destroy the CPI(M), the only Communist party in West Bengal with a wide mass base.
