Box 4.5 Transformative Innovation Policy Consortium

The Transformative Innovation Policy Consortium (TIPC) is a programme in 2017–2022 that combines empirical research with policy experimentation, skills development, training, communication and evaluation. It gathers policy-makers, funding agencies and scholars to collaborate for a novel STI-policy framework that contributes to tackling global societal challenges as stated in the SDGs, including inequality, climate change, employment, sustainable economic growth and development. The programme seeks up-scalable and transdisciplinary approaches, new frameworks and the harnessing of mutual learning and interaction between countries in the Global North and South. TIPC aims to shape and deliver new transdisciplinary knowledge to increase interaction between different actors of innovation, including local communities (TIPC, 2019).

TIPC is underpinned by a recent publication by Schot and Steinmueller (2018) about transformative innovation policy (see Section 2.5). It is coordinated by the Science Policy Research Unit from the University of Sussex in the United Kingdom. Its current members are innovation ministries and funding agencies from South Africa, Mexico, Sweden, Finland, Norway and Colombia. It also has several additional global association programmes that include Senegal, Ghana and Kenya.
