Short answer: There is no difference. The key word in these phrases is not ‘metadata’ or ‘control’ but ‘distinction’. Since this word appears in both phrases they are effectively identical.
At this point the philosopher of science in me says, ‘Oh, I really ought to give the long answers to these interesting questions’; but the practical engineer in me responds, ‘Don’t you dare!’ And, for once, the engineer wins.
Indiana Jones and the Tower of Babel
This section was going to be about the philosophy of language but, quite frankly, there’s something about the subject that gets me reaching for my hat, my whip and my gun, and heading for the door. Have you ever read anything by Ludwig Wittgenstein or Noam Chomsky? I tried, but failed miserably. Putting it in language that even they would understand, I have absolutely no idea what they’re on about. In a distant land there is a Tower of Babel, in which the topmost attic is reserved for the likes of them.
And the Lord came down to see the city and the tower, which the children of men builded.
And the Lord said, Behold, the people is one, and they have all one language; and this they begin to do: and now nothing will be restrained from them, which they have imagined to do.
Go to, let us go down, and there confound their language, that they may not understand one another’s speech.
