But it should not be said that ascending historical epochs necessarily contain in themselves great artistic potential. On the contrary. More often than not one follows the other. Either a blossoming of the arts and sciences precedes great historical metamorphoses or great historical metamorphoses bring a blossoming of the arts and sciences after them. The reason for this may well be that depending upon the particular time structure, one or the other brings along with it a surpassing and explosive nature arising from either politics or art, and therefore brings out in the other certain static possibilities that were either unknown or not utilized.

However, there is no universally valid law. There have been statesmen who were far removed from the arts. They were so totally absorbed and involved in the technical that they had no time, talent, preference or pleasure to spare for something that was only of intuitive value. They lacked that deep capacity for sympathetic understanding of the real substance of art, which is necessary to serve it with warmth and passion and to become overpowered by it.
