From the 1990s, violence in cities and in the countryside began to appear on the public agenda in Brazilian society (Zaluar 1999, 2004; Barreira 2004) and also in Argentina, with a lot of fear of crime (Pegoraro 2015; Kessler 2009). Social control seems to have exhausted its functions within traditional models (Fabian Sain 2008).

The issue of security and public security professionals emerges very slowly in the transition from military rule to civilian rule, since 1983 in Argentina and 1985 in Brazil. If we look at the functions of the democratic rule of law, we have the feeling that scientific and technological advances, including social technologies, have been incorporated into education, health, housing and food. However, in what would be one of the fundamental rights of the human person, the security of life – as contractualists have written since the seventeenth century – it seems to be a huge backwardness in relation to police studies and education (Tavares dos Santos 2002, 2004, 2009, 2010, 2014; Tavares dos Santos et al. 2009).
