HOROWITZ SENT MILLER DETAILS FOR an education plan for Trump that included a promise of $100 billion in vouchers.2 He wrote, “(1) it highlights the Democrats’ lock in the inner cities and the destructive consequences of that lock; (2) it underscores that the Trump campaign will fight for inner city kids and is the only way out; (3) it dramatizes how inner city mothers and fathers are being scammed by the Democrats and their kids denied a shot at the American dream.”

Later, Horowitz asked Miller for the text of the plan so he could share it with “the heavy hitters in the school choice movement.” He wanted to secure funding for ads in battleground cities. On September 8, Trump gave a speech in Cleveland, Ohio, announcing his “school choice” plan. “I will be the nation’s biggest cheerleader for school choice,” Trump said. “I want every single inner-city child in America who is today trapped in a failing school to have the freedom, the civil right, to attend the school of their choice,” he said. Trump unveiled his New Deal for Black America, including promises to protect “inner cities” from illegal border crossings and crime, as well as financial reforms to expand credit to the poor. The plan called the Dodd-Frank Wall Street Reform and Consumer Protection Act “a disaster.” It had been passed in response to the 2008 financial crisis to rein in the banks, mortgage lenders and credit rating agencies. Trump said none of those entities were to blame for the recession. He said the Clintons were to blame.

His message reached some black voters. One Cleveland resident, Talessia Martin, had voted Democratic all her life.3 By the time Trump came along, she was tired of politicians. “I grew up in a Democratic neighborhood, and they have not done anything. All they do is come around when it’s time to vote to make all these promises,” Martin says. Trump was calling those people out. And he was targeting migrants, who she felt were getting all this leniency from Democrats for breaking the law, when she and her friends had been jailed for minor crimes. She was hooked. She made T-shirts: “Conservative facts over liberal feelings.”

Other black voters perceived the comments as degrading. Trump asked black voters, “What the hell do you have to lose?” He pointed to one black man in the audience. “Oh, look at my African American over here. Look at him. Aren’t you the greatest?”
