On a more objective note, AOB is a set of surprises for participants. As such, they have had no time to prepare for anything discussed under this heading – therefore, there is no point in introducing them. I can hear a note of protest:

agenda has been distributed?
Simple: call a separate meeting to discuss it.
And:
If it is too minor a point for the agenda, it is too minor a point for a meeting.
In summary, AOB is a poor excuse for a bad and incomplete agenda. But before banning AOB, let participants know in advance that it is being replaced with a more complete agenda.
